Congress passed both Kari’s Law and Ray Baum’s Act (same link as above) to better facilitate 911 calls to First Responders from your staff, residents, and visitors.

Unfortunately, since these laws became effective in February, 2020, the Federal Government has done a poor job of alerting business owners, facility managers, and phone system vendors of the requirements and steps needed to become compliant.

To make matters worse, the Department of Justice is now able to levy large fines on non-compliant businesses, especially where elderly residents may be more significantly impacted. Similarly, counties and cities are also starting to levy fines when non-compliance is discovered during routine fire and elevator inspections.

As with everything in your profession, just knowing and understanding the laws and guidelines is half the battle. Because we specialize in senior living, Telcom will explain the laws as they relate specifically to your residents, staff, and visitors, instead of just talking about regular business applications. We understand that your facilities are part regular business, hotel, resort, and hospital, and like no other business because of these unique traits. We’ll pay special attention to the impact on your residents, whether or not you provide them with telephone services on your phone system.

Telcom will guide you through this very simple process of a few planned 911 calls, to determine what aspects of compliance need to be corrected. These days, as you may know, you can’t just call 911 to make a test call. These calls need to be pre-arranged with your E911 Call Center, or you could be subject to local fines for calling 911 without a true emergency. We’ll setup that testing appointment with your center, and guide you through the calls to obtain the information we need.

If you aren’t Ray Baum compliant, Telcom will first need you to provide the exact location of every phone on your phone system, such as AL Building, 3rd Floor, Nurse Station. We will obtain from your phone system vendor a list of every phone on the system for you to work from, and then you just walk your facility and notate the location. We’ll also talk through with you the Kari’s Law notification methods available to you on your current system. Once you decide who should get the notifications of a 911 call being made, we’ll work with your phone system vendor and carrier to place the orders correctly, so you can be quickly notified and prevent any delay of care. We’ll also check with your local 911 Call Center to determine any additional local-level regulations.

After the implementation appears to be complete, we will again schedule a planned 911 call appointment with your center, and assist you with making those test calls. Should any aspect of the implementation not be fully functioning, we will stay on the job until it works perfectly, every time.

We understand that you have staff turnover, and that residents move around alot on your property. Maintaining ongoing compliance can be difficult in the face of these challenges. Telcom can assist by providing post-implementation training to review the laws and process again, create documentation and forms that staff can use for moves/turnover, and establish audit and check-in points.

Even if you don’t have residents on your phone system, consider that the notifications we will configure may be going to a particular cell phone or email address, and when staff leaves or changes roles, those notifications also need to be adjusted accordingly. Telcom will explain all the aspects of the laws that impact staff and potential movement of those staff.
